Spectrum Build-Out & Licence AI Agent
Reconcile the coverage claim against what the network actually reaches, hold the grant date and the service rule beside it, and leave the notification to the person authorised to sign.

What this agent does
Drafts the notification, never the certification
In
- 01
A construction period ends, and § 1.946(c) terminates the licence that day, without Commission action.
- 02
A licence goes to termination-pending, and that window is housekeeping, not an extension of the deadline.
Reason
- 03
A notification falls due, and § 1.946(d) — not (b) — allows fifteen days from the end of the period.
- 04
A notification is signed, and Form 601 asks for an authorised person, not a corporate officer under oath.
- 05
A licence sits in a band whose interim milestone was missed, and the final obligation shortens, not slips.
Decide
- 06
A renewal window opens ninety days before expiry, and § 1.949(a) closes it on the expiry date itself.
- 07
A safe harbour is claimed, and § 1.949(e) points straight back at the last notification filed.
Out
- 08
A renewal certification is made, and § 1.949(g) reaches every other rule the licensee answers to.
- 09
Execute write actions only inside the approval boundaries agreed during implementation.
Product statement
The agent reconciles and holds the file; a named authorised person signs the notification and files it, and the licensee answers for it.
Example workflow
One licence, grant date to notification
- 1Licence and grant date receivedLicence register, auction grant record or an assignment file
- 2Coverage evidence assembledSites, sectors, model output and the population data standing behind each claim
- 3Notification draftedThe construction notification and the coverage documentation that travels with it
- 4Controls appliedDeadline checks, evidence-sufficiency checks, model-provenance checks and completeness confidence
No human action required
Stages 1 to 4 run unaided, and nothing is certified at any of them — the agent is reconciling, and the licensing lane opens at the completeness gate.
Goes to the licensing manager to sign.
Adds a regulatory counsel read first.
Licensing review
The draft is held with its deadline, its coverage evidence and the gap still open.
Sign and file · Attach evidence · Send to counsel
Filed — by a named signatory
- 6Licence and site records updatedOnly where write access and licence-record policy allow it
- 7Outcome evaluatedEvidence completeness, coverage margin, counsel corrections and what review found
Corrections
Each counsel correction is counted in the evaluation.
What should not run autonomously
Human approval stays in control
Outside the boundary — human approval required
8 items
- Certifying that a coverage obligation has been met.
- Signing or filing the construction notification.
- Deciding a licence still stands after its deadline.
- Judging coverage to be substantial service.
Automation boundary
Agent acts unaided
- ✓Hold the grant date that starts each build-out clock.
- ✓Bind each coverage claim to the evidence and the model run that made it.
- ✓Reconcile the claimed footprint against what the live network reaches.
- ✓Draft the notification and flag the gap in good time.
Nothing is signed or filed except by a named signatory, inside the agreed boundaries.
- Requesting an extension or a waiver of a deadline.
- Telling a market its licence area is covered.
- Signing the renewal compliance certification.
- Changes to deadline rules or coverage models.
Example output
One licence, annotated
The design footprint is what the network was meant to reach; this record is what it was found to reach.

Illustrative example- Licence
- Interim milestone, one area
- Drafted as
- Coverage obligation met, evidence attached
- Band
- 3.45 GHz, one area
- Evidence of record
- Site and model records, 12 August 2026
- Confidence
- Held unsigned
- Held for
- The licensing manager, in person
As received
Taken from the site records and the model run behind them — it reaches as far as those records do.
What the record holds
- Grant date and deadline
- Coverage evidence
- Model run and inputs
Why no coverage call here
Meeting the obligation is the § 1.946(d) signatory call, not a model output.
What the score decides
Below the configured threshold the draft picks up a counsel read before the manager sees it.

Where the value lands
Value 01 – 04
Every licence
From the register that holds it
Which coverage claim this is
Our dispatch and self-healing agents operate the network; our broadband data collection agent claims coverage to a different rule, on a different clock, signed by different people.
Nobody has to act for it to go
47 CFR 1.955 terminates an authorization on its expiration date without Commission action, and § 1.949(h) returns a denied licence automatically to the Commission for reassignment.
Enforcement, and its absence
No forfeiture for failure to construct was found in 2024–2026. On 19 December 2025 the Bureau wrote to 3.45 GHz licensees about their 2026 milestones, and no follow-on order was found.
Build an evidence trail
The licence, the coverage evidence behind it and the person who notified stay on the record.

Typical integrations
Five system groups connect to the same agent. Which of them are in scope is decided in discovery.

Six bands between the model and the notification
Six bands, read from the outside inward. What survives the innermost is set out in the map below.
L6 · Outermost — last line of defence
Inward → L1 · closest to the model
- L1 – L2
- Test whether a draft may stand
- L3
- Leaves the filing in a person's hands
- L4 – L5
- Keep the licence and the coverage behind it
- L6
- Holds the coverage unclaimed when signals degrade
How Nestack evaluates it
Evaluate the whole assembly — not only the notification that comes out.
Coverage runs the whole depth of the workflow, and every layer is cut by slice.
Surface — the notification the Bureau reads
- E1Final-output evaluationDid the draft record the evidence behind each coverage claim?
- E2Step-level evaluationDid the agent read the right band, the right deadline and the live network?
- E3Tool evaluationDid it read and write the correct licence record and the correct site?
- E4Confidence calibrationDo thin drafts actually draw more counsel corrections than confident ones?
- E5Slice evaluationHow does performance change across specific licence areas?
- E6Business outcomeHow many drafts needed a correction before the manager signed?

Affected slices
The corrections gather in one licence area
An area-level coverage-evidence figure can read clean while one licence area carries most of the corrections. Nestack reports the counsel-correction rate by licence area, not only in total.
Slice performance — reported separately, not only in aggregate

What a silent termination costs
A cycle finishes when the silent termination is a standing case. That suite is what the next notification filed is measured against.

Counsel-correction rate rises in one licence area.
- 02

Improve
Each change ships numbered, and the licences behind it are filed with it.
- 04

- 05
Learn
The case stays on permanently, and the coverage rules are amended beside it.
Learn → Detect
