Electronics AI agent · Producer registration
EEE Producer Registration & Return AI Agent
Reconcile the weight behind a return against the system it came from — one file per brand per jurisdiction, each register on its own clock — and leave certification to a named person.

What this agent does
Reconciles the weight, never certifies it
In
- 01
A brand enters a market, and that register sets its own device categories, volume basis, fee and deadline.
- 02
A brand registers per device category in Germany under ElektroG § 6(1), before it goes on the market.
Reason
- 03
A registration number is stated when EEE is offered and on invoices, under ElektroG § 6(3).
- 04
A marketplace refuses an unregistered producer under § 6(2), from 1 July 2023, not 1 January 2023.
- 05
A take-back duty widens under ElektroG4, in force 28 November 2025, and monthly reporting turns annual.
Decide
- 06
A French identifiant unique is issued per filière and stated in the conditions générales de vente.
- 07
A Minnesota registration names the person responsible for compliance, and it is due by August 15.
Out
- 08
A return is built on weight, and no figure is computed without naming its system and its as-at date.
- 09
Execute write actions only inside the approval boundaries agreed during implementation.
Product statement
The agent reconciles the weight and keeps the register file; a named person certifies the return, signs it and files it, and the producer answers for it.
Example workflow
One return, weight to signature
- 1Reporting period closesSales system, logistics records, the register entry or a PRO schedule
- 2Weight assembledPlaced-on-market weight by brand and device category, each with the system and as-at date behind it
- 3Register recordedThe registration, the categories it covers, the representative or PRO, and the fee tier
- 4Controls appliedDeadline checks, weight-reconciliation checks, register-coverage checks and completeness confidence
No human action required
Stages 1 to 4 run unaided, and nothing is certified or filed at any of them — the agent is reconciling, and the stewardship lane opens at the completeness gate.
Goes to the product stewardship lead to certify.
Adds a regulatory counsel read first.
Product stewardship review
The return is held with its deadlines, its weight sources and its gaps.
Release the return · Append evidence · Send to counsel
Released — certified by a named person
- 6Register and sales records updatedOnly where write access and disclosure policy allow it
- 7Outcome evaluatedDeadline margin, weight completeness, counsel corrections and what a later review found
Corrections
Each counsel correction is counted in the evaluation.
What should not run autonomously
Human approval stays in control
Outside the boundary — human approval required
8 items
- Certifying a return, or signing one.
- Filing with a register, a PRO or any authority.
- Deciding a brand needs no registration.
- Setting the volume basis a return is built on.
Automation boundary
Agent acts unaided
- ✓Reconcile the return against the systems the weight came from.
- ✓Run each deadline on the calendar that jurisdiction keeps.
- ✓Record the source system and the as-at date behind each figure.
- ✓Track each brand against the register entry that covers it.
Nothing is certified or filed except by a named person, inside the agreed boundaries.
- Judging the device category a brand falls in.
- Appointing a representative, a PRO or a mandate.
- Applying the 49 CFR 173.185(d) take-back relief.
- Changes to registers, weight rules or deadlines.
Example output
One return, annotated
No French durability index has covered smartphones since the arrêté of 26 June 2025, and the file records the gap.

- Deadline
- Day 6 to the deadline
- Weight of record
- Sales system, as at 31 July 2026
- Confidence

- Held for
- The product stewardship lead, in person
As received
Taken from the sales system and the register entry — the weight traces only as far as its source does.
What the file holds

- Weight-source records
- The deadline calendar
Why no certification here
Minn. Stat. § 115A.1312 wants a named person, and the agent is not one.
What the score decides
Below the configured threshold the return picks up a counsel read before.

Devices, not packaging
Packaging EPR is our retail-logistics agent — other registers, other categories, other take-back duties.
Every register counts differently
California takes a certification under penalty of perjury by 1 July, 14 CCR 18660.41; Directive 2012/19/EU asks for no named individual at all.
Where the brand list has to reach
Oregon has registered producers before 1 January since 2026, and it asks for current and former brands, certified by an authorized representative.

The weight, the system it came from and the person who certified the return stay on the filing.
Integrations
Typical integrations
Five system groups connect to the same agent. Which of them are in scope is decided in discovery.

Agent controls
Six screens between the model and the return
Six screens, and only the last one is narrow. What comes through is laid out in the map below.
L6 · Outermost — last line of defence
Inward → L1 · closest to the model
- L1 – L2
- Test whether a return may stand
- L3
- Puts the release in a person's hands
- L4 – L5
- Keep the weight and the system behind it
- L6
- Holds the return at unreconciled when signals degrade
How Nestack evaluates it
Evaluate the whole assembly — not only the return that comes out.
Coverage runs the whole depth of the workflow, and every layer is cut by slice.
Surface — the return a register reads
- E1Final-output evaluationDid the return record the system each weight came from?
- E2Step-level evaluationDid the agent use the right register, the right basis and the current deadline?
- E3Tool evaluationDid it read and write the correct brand and the correct register entry?
- E4Confidence calibrationDo low-confidence returns actually attract more counsel corrections?
- E5Slice evaluationHow does performance change across specific jurisdictions?
- E6Business outcomeHow many returns needed a correction before the lead certified them?

Affected slices
One jurisdiction absorbs the corrections
A jurisdiction-level weight-provenance figure can read clean while one register absorbs most of the corrections. Nestack reports the counsel-correction rate by register, not only in total.
Slice performance — reported separately, not only in aggregate

Evidence-linked improvement
What an unreconstructable return costs
A cycle finishes when the missed brand registration is a standing case. That suite is what the next return assembled is measured against.
